The War Of Libya And The Operation Lasted More Than 60 Days
Army to Libya and the operation lasted more than 60 days. The main point is that in order to claim that the War Power Resolution is applicable to an operation, the Army should be introduced into hostilities. President Obama did not want to interfere with the enemy directly to sidestep the War Power Resolution in order to prevent any type of reaction by the Congress that might have prevented the ââ¬Å"military assessmentâ⬠for Libya. This was another sign of ineffectiveness of the War Power Resolution and another evidence that showed it interfered with military strategy. If we look at what happened in Libya, Muammar Gadhafi, the leader of the country, decided to kill all the citizens ââ¬Å"house by house, room by room . . . [with] no mercy and noâ⬠¦show more contentâ⬠¦The War Powers Resolution is like a fight of Congress against the executive branch, but they are not aware that the Congress is just making the countriesââ¬â¢ situation worse with a good intent of impro ving the system of military actions. In todayââ¬â¢s world the definition of war is different. The Congress is thinking of every situation as war, but in none of the situations the United States of America is declaring war to another country. If we examine the structure of the War Power Resolution, it is not constitutional, either because it is only limiting the original powers of executive branch, which are granted in the constitution. If we look how the War Power Resolution came to the attention we can see that it ââ¬Å"is the product of a time when Congress was riding particularly high and the presidency was particularly weak.â⬠(Crook). It was right after the Vietnam War and it ââ¬Å"scarredâ⬠both the US Army and citizens ââ¬Å"by its long and painful experienceâ⬠in Vietnam. Thus, the president was held accountable for what happened in the war, even though the congress approved the war. Finally, Congress decided to remind the president its power as the only ââ¬Å"systemâ⬠who has the authority to declare war. ââ¬Å"The Vietnam-era draft made that war a central fact in the lives of millions of young men and their families, giving issues of war or peace immediacy that they do not have today.
